Can you all gang up on them?A quarter century ago I was working on block improvements works. A Government grant to improve housing in blocks to uplift an area.
All the houses on a terrace block would get a new roof, new gutters, brickwork clean, new double glazed windows and new doors.
All residents in the block needed to agree to all the works. They always did, except for one.One block lost out because one resident objected to having new gutters because they already paid to have them replaced a few years prior!
