On the Dell Optiplex 5040, I did just end up enabling "allow legacy roms" and switching default boot to "legacy" in the Dell BIOS, reinstalling Linux Mint Debian Edition and it just worked.
So Legacy to the rescue!
It sees the m.2 SATA SSD as /dev/sdb and the SATA 3.5" hard drive plugged in with a SATA cable as /dev/sda
I installed grub on /dev/sdb and it still picked it up fine and booted.

The Dell Optiplex 5040 does not have a dedicated "Fast Boot" option in its BIOS settings.
I did make sure Secure Boot was disabled.
