I can understand the possible reasons behind it: it wouldn't have occurred to me that a houseboat is liable for council tax. Surely that should be covered in the mooring fees?But the billionaire owned press are going to wet themselves over this.

I think they already are! As for council tax liability for houseboats, it should be specified at the moorings and probably depends about now long you are moored there I think. So yes, almost certainly an honest mistake unlike the billionaire class and their myriad tax wangles!
