The main problems with a blanket ban on pre-adults using social media is that:
1) it misdirects personal responsibility & accountability for hate speech away from the active perpetrators of such speech, thusly endorsing such speech;
2) It sets a dangerous foundation for direct censorship, which will always be directed & abused towards already marginalized & non-privileged folk, while the privileged will use their political & economic power to escape accountability.

A far better solution is to have a separate, kids-friendly space online, freed of perpetrators of not only problematic racist/misogynist/directly harm-inducing speech, but also targeted advertising and scraping of personal information that can be abused for "grooming" for illegal and otherwise harmful & abusive acts. The broader adult-oriented spaces can then be cordoned off for adult speech and content, while overtly racist/misogynist speech perpetrators can be exposed & targeted for sanction.
