For 10 years or so now there have been a handful of top Republicans who could have stepped in at any time and voted to invoke the 25th Amendment, impeachment, etc. I think it’s safe to assume they want this all to be happening the way it has.

Trump isn’t bucking the establishment, he is the public embodiment of their shadow selves that they are too fearful to reveal on their own.
