It references the IEA article, as does a Carbon Trust paper (https://www.carbontrust.com/sites/default/files/documents/resource/public/Carbon-impact-of-video-streaming.pdf).

Bottom line appears to be (surprise surprise) this isn't black and white, and there are more effective ways to reduce your impact on the environment than disavowing AI, streaming or any other digital activity!
