          A certain amount of redundancy is not a bad thing, but this is ridiculous. And looks like each separate department is spending a lot of time and money re-inventing the wheel. Very slowly, in some cases.

          Bringing a bunch of consultants in as staff is probably a good move if it can help with coordination and continuity in the long run.
