When Donald Trump controls both sides of the transaction, he's not "in talks with the IRS." He's telling the DoJ and IRS what he wants done. Anyone who wants to keep their job does what he wants.
Nor is Trump "resolving" his bogus $10 billion lawsuit against the IRS. He and Todd Blanche will be strategizing about how much Trump can steal from the federal govt before anyone looks too closely at the transaction.
