Il Foglio RSS: Lo scontro sull'Ets in Consiglio europeoSull'Ets l'Europa si è divisa in due, e il conto alla rovescia verso il Consiglio europeo del 19 e 20 marzo dove si deciderà se dare il mandato politico per una riforma o sospensione. Da un lato almeno undici governi, con l’Italia in testa, che chiedono di congelare il sistema di scambio delle emissioni finché non verrà riformato. Dall'altro otto paesi – Danimarca, Finlandia, Lussemburgo, Portogallo, Slovenia, Spagna, Svezia e Olanda – che hanno firmato mercoledì un non-paper in cui definiscono l'Ets "la pietra angolare della politica climatica europea": per loro sospendere l’Ets sarebbe “un passo indietro molto preoccupante”. Questo perché penalizzerebbe chi ha già investito nella decarbonizzazione e perché renderebbe più fragile anche il Cbam, il meccanismo che dal 1° gennaio 2026 obbliga chi importa nell'Ue prodotti come acciaio e cemento a pagare un costo proporzionale alla CO2 emessa per fabbricarli; un costo che i produttori europei già sostengono. Se l'industria europea smette di pagare quella spesa, come potrebbe l’Ue chiedere di sostenerla alla Cina e all'India? Una sospensione tout court è una scorciatoia che rischia di aprire buchi nell'architettura climatica, specialmente perché l’Ets è il più efficiente strumento Ue di riduzione delle emissioni. Allo stesso tempo, il ritorno della tensione energetica rischia di far apparire l’Ets non un incentivo ordinato alla transizione, ma un moltiplicatore di costi a causa dell'accumulo di altri regolamenti (rinnovabili, automotive, efficienza energetica). Per questo la strada più intelligente è riformare il meccanismo senza smantellarlo (Il Foglio, 6 marzo 2026). Rallentare la riduzione del tetto alle emissioni, fissare un prezzo massimo per i certificati nei momenti di crisi, mantenendo comunque le quote gratuite per l'industria esposta alla concorrenza extra–Ue. E intanto si potrebbero usare i 3 miliardi all'anno che l'Italia incassa dalle aste dei certificati per ridurre le bollette, invece di disperderne la metà in “rivoli opachi”.The clash on the Ets in the European CouncilOn the ETS, Europe has divided into two, and the countdown to the March 19 and 20 European Council where the decision will be made whether to give political mandate for a reform or suspension. On the other, eight countries – Denmark, Finland, Luxembourg, Portugal, Slovenia, Spain, Sweden, and the Netherlands – who signed a non-paper on Wednesday defining the ETS “the cornerstone of European climate policy”: for them, suspending the ETS would be “a very worrying step backward.” This is because it would penalize those who have already invested in decarbonization and would also make the CBAM, the mechanism that since January 1, 2026, requires those importing products into the EU, such as steel and cement, to pay a cost proportional to the CO2 emitted to manufacture them – a cost that European producers already bear.If the European industry stops paying that expense, how could the EU ask it to support it in China and India? A simple suspension risks opening holes in the climate architecture, especially because the ETS is the EU’s most efficient tool for reducing emissions. At the same time, the return of energy tensions risks making the ETS not an incentive for the transition, but a cost multiplier due to the accumulation of other regulations (renewables, automotive, energy efficiency). Therefore, the smartest path is to reform the mechanism without dismantling it (Il Foglio, March 6, 2026). Slowing the reduction of the emission ceiling, setting a maximum price for certificates in times of crisis, while maintaining free quotas for industries exposed to extra-EU competition.
