The countries couldn't be more different. In the one, gov't ministries are all about activities that are done to the land and the populace. There's a #Minister of Extractive Industries, a Minister of Agricultural Output, a Minister of Citizen Compliance, etc. In the other, gov't ministries are all about receiving input from the land and the populace. The Minister of Geologic Dreams listens to the petitions of the land, the Ministry of Voices listens to citizen ideas, etc.
