Appreciating that it is a rhetorical question on which I will nevertheless voice an opinion:
I think that, at least in part, it comes down to some people knowing no better, because some of the basics, the fundamentals, are just not mentioned these days, whereas other, unnecessary, solutions are promoted/advertised/taught/sold.
"I need a website. WordPress! SquareSpace! react! node! Let's draw a canvas. Where's my database!"
Not just sticking a page of handwritten html on a webserver.

@slothrop they came in knowing they want a website and nothing else. Name registrar let them do the name purchase and hosting with a couple of clicks.
