In addition to the advice given, I'd say follow people who interact with you, and then interact with them.
See who else they interact with and see if you want to follow them too.

When you are following a larger number of people, you can start to drop the ones that have no real interest to you, if you want.

The main thing is to interact. People will follow you back if the interactions are good and of interest to them. It is much more like socialising at a party.

My advice is to find conversations you're interested in and boost/favourite the posts you like as a way of getting yourself known. Then, in your own time, start to comment on the posts. Before long you'll be floating your own conversations.

An introduction is good, but it's like knocking on the door and loitering on the doorstep. The thing is to come on in.
