The US administration does not have _terms_!
They vacillate from one position to another in a matter of minutes. There's no way you can _make_ an agreement like that.
The current US administration isn't _trustworthy_. You _literally_ cannot trust them to hold to an agreement made fifteen minutes ago let alone over the course of days or _weeks_.
