Russia is on the verge of a financial crisis similar to 1998, EU Sanctions Envoy David O'Sullivan said.
Four years of sanctions have had a "significant impact" on Russia, which is stumbling into a recession and experiencing major problems with public finances.
At the same time, Russian banks hold bad loans from financing the military economy, which borrowers cannot service.
