Montreal is doing a similar Big Dig blue line subway extension, olympic stadium roof rebuild and an airport train extension but was at least was smart enough to turn down FIFA’s deal.

@AnnaAnthro imagine if those in charge actually planned this before something big happened in the city. But then again, we don't always elect the smartest.
