I don't know what you think has been lost. Service between Kenosha and Milwaukee? Who cares. I don't know of any difference between them, nor does anyone else. Service to South Bend? Nobody wants that. Nobody from Illinois wants to go to Indiana, and Illinois can't afford to take in millions of dirty destitute refugees from Indiana. Build a wall, imo.

And you can actually still get to South Bend if you're mentally ill and want to. I assumed that The South Shore Line was out of business because nobody wants to go to Indiana, but they're apparently still around. You can still today travel by rail to everywhere that was served by the railways in your drawing. You just have to take a long detour and transfer between Amtrak and Metra if you want to get to Kenosha from Milwaukee.
