Here's what I see from frame-by-frame of the video:

The officer with the helmet on the left trips his right foot on his bike headbutting the woman in the stomach, the old man in the white shirt tries to pull the officer off her, another much younger officer comes in from bottom center and begins deliberately punching the old man in the left side of his guts repeatedly.

The old man wasn't resisting, wasn't fighting, he was trying to protect the woman next to him, and GE-Minns thinks this is "fine"..
