Surely there's some brains in Russia who understand how decrepit they are and how much more decrepit they are becoming. And how precarious that makes their position surrounded by neighbors who do not exactly love Russia due to Russian/ Soviet history
Nukes? Sure. Even if only 10% are still functional
But obviously a deterrent against existential defeat is not the entire story of the military needs for a supposed "world power"

I can speculate reasons
One would be Putin threatened nukes if the bridge is taken out
Another would be the old battlefield adage that you always give the enemy a way out or else they fight twice as hard because they know there is no escape

Yup. In Algeria. The French made promises the Nazis wouldn't get the boats. The British thought it was too risky. Boom, they sunk the whole fleet. Some naval historians are still salty about it.
