Records obtained by The New Mexican show the JPMorgan deal included a clause prohibiting the state from issuing a news release or disparaging the bank."

Even without legally being able to reveal what the settlements with the banks was motivated by, the fact that the funds are restricted to preventing human trafficking is very telling.
