I don’t think he’s very much involved in running or making very many decisions at all. That’s what the staff does and particularly Stephen Miller.
There are a lot of factions inside that cabinet. They are the different billionaires and who collude and compete.
So far, but we’re only three months in it hasn’t started to unravel, but chances are a bit there will be bodies and heads before the end.
Like Noem does not count. She’s a hateful foot soldier.

He doesn’t take the blame for anything, ever: claimed he knew nothing about this. But he was bigly mad she pinned it on him. That won’t do at all, so she was tossed.
