Something involving the war powers act? If only he could find some country full of brown people to invade... Preferably one with oil.Using the war powers act may require congres to declare war, so he might need to provoke the victim into fighting back. Or he could just ignore that little detail, ignoring inconvenient rules is one of the few things he is good at.
