Accounts sometimes have periods of inactivity rather than permanently leaving. There is no harm following such an account as there is no algorithm here, and following may encourage accounts to start posting again.

I try to give accounts a year before I stop listing them. It's especially common now that social media is in such flux, some accounts even reactivate years later.
