Sadly, South Korea is in a much more vulnerable position, with the bulk of its population less than 100K from the border of its sworn enemy. They can't really afford to say no to their primary ally, even though they certainly ought to. -

That "primary ally" just pulled a missile defense system from Korean soil with no warning...a system that caused a significant amount of economic loss for South Korea in the almost decade it was setup. I'm not so sure Korea still sees the US as their primary ally... -

Yes, I'm aware that they're acting less and less like an ally. However, South Korea has relied heavily on their support over the years, and they have a fully active army, so it will be hard for them to say a hard no!
