The absolute ban on capital punishment is enshrined in both the Charter of Fundamental Rights of the European Union (EU) https://en.wikipedia.org/wiki/Capital_punishment_by_country
Russia doesn’t need capital punishment as long as there are windows to fall out of, or tropical poison to ingest in the arctic.

@Geri I have no problem with killing actual terrorists but this system is for killing indiscriminately and, like all systems of its type, will be used by terrorists to kill innocent people.
