The news article is really poor, it appears to be referring to the recently activated numbers station in Iran.

I'd hardly call it an encrypted message. Just numbers in farsi. This sort of radio transmissions have been a thing in Europe for decades and transmitted by several countries. Lookup The Lincolnshire Poacher for a UK operated one in Cyprus.
