    But the more notable change is the creation of a separate category for “high-speed” e-bikes capable of exceeding 28 mph (45 km/h).

    Those vehicles would no longer be treated as bicycles. Instead, riders would need a driver’s license, vehicle registration, insurance, and a title, similar to the requirements for motorcycles

      @Zygos Sweden has a different law already covering this. A bike requires the user to use the pedals to go forward. No use of pedals = not a bike. Also the engine can only deliver power up to 25 km/h. The engine can be max 250 W. Anything else is not a bike and (might) require the usual insurance, number plates and drivers license.

      (The reason for "might" is the Moped klass II has something similar to e-bike that has an engine up to 1000 W and does not require using the pedals to gain speed but still limited to 25 km/h for engine usage and no drivers license required I think)

          @Zygos And how long it takes to get managed. The Swedish law seems to be from 2016.
