If I ask "How do I know x" and your answer is "Put y", then there's a real question regarding whether I should be the one filling out the form.

Forms that say "If you don't know, put y" are fine though. Those make it clear that x is a question intended for people of a particular situation, and that anyone in that situation probably knows enough to figure out what the question is asking for.
