Existing Emoji compatibility basically.
Without looking through all the docs, I suspect that the coloured circles already existed in Japanese phones - so were encoded "as-is".The hearts are more modern - https://www.unicode.org/L2/L2021/21075-heart-emoji-coverage.pdf

Digging around a bit, I've already found 6 different Unicode versions adding coloured hearts:

- π€ 12.0
- π©· 15.0
