I would say that in retrospect Microsoft's Clippy wasn't so bad. He gave some pretty great tips on how to write a memo. He didn't destroy the environment by consuming more energy than most countries. He didn't help bomb any countries.
All in all, C- to B+ range, realistically.

@existentialcomics Louis Rossmann is using Clippy as an anti-AI flag on YT, based on similar reasoning.
That said, if Clippy knew how to steal your data, serve you ads, hallucinate problems, or some combination, MS would have made it do that.
(Didn't Bonzai Buddy come only a few years later and WAS a data thief?)
