Actually, it looks like all three hands of the clock to the right are shifted about 2½ “minutes” anticlockwise. So they are probably synchronized. It's just that the clock mechanism is dislodged from the face.

The confusion remains the same, of course.

Leaving the discrepancy aside, just looking at the right clock in isolation does that look like 10:21 or 11:21 to you?

On a closer look doesn't the angle between the hands appear the same in both clocks? Maybe the clockworks are actually synchronized, but on the right clock the clockwork has somehow ended up being rotated 17 degrees compared to the face of the clock. If so, it's a mechanical fault rather than a synchronization failure.
