I got that too, and in Developer Tools' Inspector deleted the popup's HTML elements, and then the page showed up just fine...
(I normally just close the pages, but in this case I got curious if it would work.)

@evacide Isn't registration lock on by default? I don't use Signal (uses Big Tech) so I don't know if it is on by default or not.

@airikr It's right there in the article: "But Signal offers opt-in security features to protect against that." If it is an opt-in feature it is not on by default.
