People who are struggling with bills will get some relief using these rebates to pay for phones, rent, gas, utilities, food, etc. So the rebates end up in the coffers of big business who are reporting record profits.

We're not attacking the problem at the source - corporate profiteering. If you want capitalism involved in social programs then windfall taxes are necessary to keep inflation in check. Or acknowledge capitalism won't save us and implement public options for all basic necessities.

Oh wait, I'm not sure that is entirely true, after all near the December holiday season, to assist low income Canadians with their celebrations, the three grocery chains offer reduced prices on selected store-brand items ,
that is after raising prices more than the seasonal discount.
Corporate Welfare Queens do want to look as though they have a conscience, and of course our media helps with that messaging as well.
