Here's the thing..
Liquor stores where I live can order and sell American products. There is no government prohibiting it.So, when I asked one store owner if he would be ordering more, he said that it would be crazy for any business to spend money on inventory that their customers have made clear that they don't want to buy.

Free enterprise, supply and demand and all that.@dabertime in the 1980s the US government tried to force Japan to change how they built houses as a way to force Japan to but more US lumber. The US method used more lumber to build a house and used imperial measurements.
The Japanese made it hard for foreign companies to sell lumber in Japan but it was a joke to ask a foreign industry to change so we could sell more stuff. Plus the US lumber industry had a lot of slop in our measurements.
But ask China about GB going to war to sell opium.
