One journalist on the #BBCNews24 has just said 'ex-pats' to describe those British/English people who have moved to Dubai, should they not be described as economic immigrants and in some cases tax dodgers!

@jacqui76 yes. The old three stages. I am an ex-pat, you are an emigré, they are economic immigrants.
You can see it applied in so many situations
I am 'resting', you are unemployed, they are benefit scroungers. Etcetera. -
