They don't have as strict of licensing requirements, verging on being license-free, because they're used for machinery, like how microwave ovens use 2.4GHz to cook food. It's easier from a legal standpoint to make stuff that uses those bands, but they're also unprotected; if your microwave is stepping on your wifi then it just sucks to be your wifi.
