Art. 55 lays out that civilians are to be provided food and medical supplies and public health facilities are to be maintained.

Art. 79 and on say if security allows, civilians must be permitted to lead normal lives.

The Fourth Geneva Convention of 1949 is about civilians in areas of armed conflict.

Art 13 and 32 discuss that civilians are to be protected against murder, torture, brutality and so on.

Art. 33 and 49 deal with the prohibition on collective punishment against civilians (punishing civilians for others' actions).

Art. 33 and 34 says pillage, reprisals and the indiscriminate destruction of property is prohibited.

Just going to add some references here.

First Geneva Convention of 1949 protects soldiers "out of the battle", meaning mostly wounded and those who don't fight.

Second Geneva Convention of 1949 protects the wounded and sick at sea.

Art 12 and 18 discuss caring for the wounded, sick, and shipwrecked.

One wonders if double tapping fishing boats might fall afoul of this (hint: yes).

Third Geneva Convention of 1949 is about the treatment of prisoners of war.
