It would be better to have universal social housing, obviously, but it would be at least dignified to ensure that rough sleepers have privacy and shelter.

The state is just another company with the same goals as any other like the clown one. In the subway in Chile there are no chairs: just a tube at mid-height to support your lower back. It would be cheaper for society as a whole to just provide those folks with housing. This has been proven by experiment.

If elementary morality and compassion mean nothing to the fools doing this, they should at least be reachable through simple economics.
