They seem to go overboard with the memes, I think you're correct that they recognized them as part of their winning strategy back then but the memes put out by DHS etc on twitter these days are entirely cringe and "soy". Now that the grassroots has become the establishment on the right they've definitely lost some cultural momentum, hopefully something new will arrive to fight back
