When I purchased a SIM card in Russia back in 2010 I had to show my passport already and they had to copy everything from it. I know that was already common practice for years at that time.

So for anybody with a Russian SIM card, they already have the ability to look up the IMEI of the device in which a particular SIM is along with the passport of who purchased the SIM.
