They could sweep most of the Democrats out of multiple districts into one, giving the Ds one safe seat, but giving themselves all the others. A net win several times over.</p><p>The term of art for this type of practice is "packing."</p><p></p><div class="card col-md-9 col-lg-6 position-relative link-preview p-0">
