But otherwise, German bases are a bargain for the US. Much of the costs is funded by the German tax payer.

Mostly just as a deterrent. And this would massively damage its capability. Each country in NATO is fairly specialised. They all rely on the US to do the transport and logistics. All the heavy lift, most of the supply chain functions to get gear to the front lines and most of the tanker planes are American. Germany is the main shipping point from Europe.

Since 1985 the numbers of 250 000 troops have been continously fluctuating but generally reduced to currently < 40 000. Pulling 5 000 only has a little financial impact on GER no other impact at all.
