If it doesn't send anything outside the car (or save data the dealer's mechanic secretly downloads while in for maintenance) it's unconnected. If the phone connects via bluetooth to the car to say, play music or make a call, and there's nothing else that can happen, it qualifies as unconnected. @lupus_blackfur

I will end up with another car someday, and I would prefer it collect zero data, aside from the total miles driven.

I'm hoping to stretch the life of my current unconnected vehicle until I can no longer drive, I have zero desire to drive a surveillance device. I'd love to get an EV, but I don't know if there are any in the US that are unconnected.
