whatever the logic the judge has used around rehabilitation, doesn't the sentence seem to be about safeguarding the future lives of the perpetrators rather than the victims' whose worlds will have been shattered by these attacks?

Whether the victims will want to appeal the sentences & put themselves through more of this is another matter.
