What's changed is that Hegseth wants to make it automatic rather than just an obligation which it seems many ignore.
There's a lot of confusion in the press over this, I find. The draft, or conscription, refers to being called up for military service. No one is suggesting that, yet - it's just Selective service Registration that's being automated (maybe).
