Down under in the communist , we have a "Dial before you dig" phone line funded by the utilities. It's a phone line and a computer with GIS utility layers. We also have heavy fines for ripping utilities because we live in an oppressive communist dictatorship where people are not free.

Frontier is putting fiber in around here, and I swear this describes their guys to a tee. Any time in the past few months I've heard someone local complain about an outage (be it internet or water), the answer to, "Oh, is Frontier working in your area?" has been, "Yes."
