Yesterday they sent an email to residents proclaiming that we're just fine with water reserves, including due to grandfathered and upstream water rights, but it's ok to practice conservation. They explicitly said that the water surplus was largely thanks to their planning.</p><p>I don’t think anyone could have predicted this winter was going to be this bad.
