My city of Greeley is being tone-deaf. Yesterday they sent an email to residents proclaiming that we're just fine with water reserves, including due to grandfathered and upstream water rights, but it's ok to practice conservation. And just now in the local newspaper, it was announced that Cirque Italia is doing a 4 day show here that features water...35,000 gallons of it.

Kind of a slap in the face for people who conserve or have to conserve, like the Denver metro area in stage 1 water restriction level.

Or am I being too sensitive?

They explicitly said that the water surplus was largely thanks to their planning.

I don’t think anyone could have predicted this winter was going to be this bad. Seems more attributable to sheer dumb luck, rather than this city being smarter than sister cities.

Even with upstream water rights there probably not enough water for them to get through the entire summer/fall.

Even if this city is just fine for now water-wise, it could have been framed much better. Plus, perhaps it should have prompted temporarily sharing the water wealth with neighboring struggling counties/cities.
