In for example, the average adult reading age is comparable to a 12 year old's reading comprehension.

But also in UK, 1 in 6 adults (17% of UK population) are officially classified as being illiterate.

For context, having a population with a 15% to 25% illiteracy rate is comparable to populations in developing nations such as sub-Saharan Africa, Chad, El Salvador, Zambia, Eritrea, etc.
