Effort was put in, but only a little and then each such thing has been more or less dropped because everyone decided Android was good enough and the problems in adapting anything else weren't worth the effort to get around.)

I guess I should say the biggest issue of all is proprietariness effectively owns the "smart" device markets.

In all this time everyone should have been working hard to break open those locked down ecosystems, but instead very little has ever truly been done. SoC manufacturers lock everything behind NDAs, service providers lock functions behind paid licenses, etc etc. It's a mess.
