Because governments are not well known for keeping those kinds of things secure or preventing them from being misused. Even the distributed solutions that only have the machine reporting the age group of the user account is problematic. Because then the machine becomes a beacon telling all of the predators that here is a potential victim. That may be security for the web portals, but it's certainly NOT security for the children! I get the feeling that the people who write these prospective laws never asked any independent security personnel. (The likelihood is that every one of those proposals was written by a lobbyist with a vested interest.) they seem to take the security onus from the web service site and put it in the wind.
