@Cassandra After spending much time deliberating on whether this was something about car tires, or perhaps wiggly slippery sealant along cracks (for cyclists, those are very dangerous), once I focused on the 4 dots, and the larged oval on on left and sharp arrow on right, I finally concluded this is a warning about turtles.
Below is the one from Québec. Code CT-142 from a manufacturer of official Québec signs, but can't find it on the official list

@jfmezei In practice, Québec uses the same sign as Ontario without any text.
